Republican teleconference about the heating season was held

The first assistant of the house-communal economy Minister, OREST LOTOTS’KYJ conducted the Republican teleconference by the video connection about the heating season 2007-2008 years, house-communal services’ debts and accounts for the used energy. YURIJ KHIVRYCH, the Donetsk RSA chairman assistant and leaders of the Donetsk region communal enterprises were present in the studio in Donetsk city.

 

The first assistant of the Minister informed that the weather caused the serious emergency situations in Lugansk, Kharkiv, Kherson and Donetsk regions.

 

The latest news show that 258 dwelling houses remain without heating in Ukraine, and 40 apartment houses – without drinking water.

 

Problematic is the concordance between owners of enterprises and objects of the communal branch. In particular, concordance sometimes occurs, because the objects of heat production remain departmental, and systems of heat supply are the property of communal enterprises.

 

As OREST LOTOTS’KYJ said there continue to increase the losses of communal branch. Thus, receivables earnings are 8.7 milliards of hryvnjas, and payables – 9 milliards of hryvnjas, including half of the sum is the debt for energy (28% - gas, 22% - electric energy).

 

The payment rate for gas is 81% nowadays. Arrears of wages are 32 millions of hryvnjas on the communal enterprises.

 

The assistant of the Minister expressed his astonishment about the debt rate increase of the commercial consumers. In order to have a good understanding of this and other problematic questions about functioning of the sphere the work of newly created group can help to accomplish the inner audit of the using budget resources.

During video communication with regions, the leaders of communal sphere informed all present about the local situation and answered the questions.

 

YURIJ KHIVRYCH informed about the Donetsk region. As far as he said, the communal enterprises work normally. The latest data tell that there are no accidents, although the weather still continues to try communal workers’ patience. A serious worry is about the decline of the population payments for the communal services, because of the Cabinet of Ministers of Ukraine plans to compensate part of Savings bank depositors’ debts for savings’ inflation by compensating them the cost of the current communal services.

 

Negative dynamics is enforced by the huge queues in savings banks, because of which honest payers can not accomplish regular payments. Approximate calculations show that the population payment rate for communal services lowered to 25-30% for the 11 days of January.

The Donetsk RSA chairman assistant assured all present that the Donetsk region will continue to execute its obligations not depending upon the problems.
