The assistant of the Donetsk RSA chairman Yuriy Khivrych conducted the telephone conference with enterprises of house-communal economy about going through the heating season 2007-2008 years.
Yuriy KHIVRYCH informed that from the 6th till the 12th of December during 200 hours 12 stopping of boiler houses were made. The main reason for that was the absence of electricity, water, and also disrepair of thermo roads as the result of unfavorable weather conditions. The courses of the stoppings were eliminated, but at the nearest time we should be ready to the repetition of such a situation because of the sudden fall of temperature, about which meteorologists notify.
Nowadays, in the region 287 apartments are partly or fully not heated. Empty flats are 150 more. The leader of such a sad statistics remains Snizhne town, in which 157 such flats are counted. The assistant of RSA chairman called responsible for such a situation on the locations to make additional efforts for solving of the problem. It is necessary to organize commissions and to disconnect the flats from all kinds of services, where it is technically possible. It will help to lower the debts, as today only 1228 out of 2948 abandoned flats do not pay for the communal services. The level of the oblast ensuring by the welders increased to 90%. Correspondingly, there is a lack of 80 specialists of this sphere.

  Acute remains the problem of money using. Thus, only 79.95 mln. hrn. out of 94.602 were used for thorough repair of dwelling houses. Also, for financing of other programs of the region 500 mln. hrn. are foreseen, which are to be used till the 1st of January 2007.

 Slowly, but increases the number of citizens, who have made use of the right to receive the subsidies for paying the communal services. Today, corresponding indices reached 6.3% in districts, 7.7% in towns and 7.5% in the region. Herewith, near 20 thousands of the given applications do not increase the general subsidy indices because of the services receivers’ unprepairness to conclude the treaties about the restructuring of the existing debt. 
The payments of the population for water for 11 months of 2007 are 92.6%. Debts for the dwellings are 49 mln. hrn. and for the heat supply – 89 mln. hrn.

At the end of the telephone conference, Yuriy Khivrych appealed to the leaders and specialists of the communal sphere to take measures for improvement of the everyday life and living conditions of disabled persons. With such an aim there created the committee of accessibility in the region. The assistant of the RSA chairman charged with local stocktaking in two weeks period and to plan the measures concerning the ramps, convenient kerbs, improvement of lifts and vehicles for disabled people.
