Yuriy Khivrych conducted the teleconference

The assistant of RSA chairman, Yuriy Khivrych, conducted a planned teleconference with enterprises of house-communal economy about going through the heating season 2007-2008 years.
Within the beginning of the meeting he informed all present about the results of Ministry collegium’s meeting devoted to house-communal economy of Ukraine that took place in Kyiv on the 29th of November. That meeting outlighted the reforming of house-communal economy in Chernigov and Zhytomyr oblasts, the changes in law basis necessary for providing with a qualitative reforming of the sphere.
Further developing the oblast object Yuriy Khivrych pointed out that strategical task of house-communal economy reforming in the oblast remains stable – till the year 2011 all 5-9 store houses must have the owner (society of joint owners). Nowadays there exist 901 such societies in Donetsk region.
RSA assistant outlined that the branch works stably. At the same time there remains considerable debt of the population and enterprises for the consumed services. A big anxiety is about the situation in Khartsyz’k.
Problematic situations had also appeared during the 22-28ths of November, when 16 short-term stops of boiler houses were recorded. On the 30th of November morning all boiler houses normally worked with no stops.
Nature checked even road economy of the oblast. Generally specialists had made all possible, but it is necessary to be ready even to more complicated weather conditions.
 Yuriy Khivrich stressed out that it is important to use 100% of the given funds for the reforming of the branch and for fundamental dwelling repair this year. We also witness the results of the oblast program “Welder”, although there is a lack of 87 specialists in this sphere.
As earlier the most complicated question remains the problem of payments and assignment of subsidies. Subsidies were used only by 6.7 % of families. At the same time 32 thousands of families gave declarations, but do not hurry to sign the agreements as according to the law it presupposes the conclusion of a treaty about the reconstruction of debts. Illovais’k, Dobropillja, Krasnoarmijs’k, Mariupol’ and other towns of the oblast witness such a complicated situation with subsidizing of the population. The lowest percentage of concluded treaties between the regions is in Yasynovata region.
Yuriy Khivrych also accented that directors have to be ready to stiff actions on places in order to avoid the praxis of unlimited gas take-offs.
