“We’ll protect all families who require support from the state”
Today the head of the Donetsk regional state administration Anatoliy BLYZNYUK held the traditional press conference with the top theme was the resolution accepted by the Government “Strengthening Social Protection for Population in the Payment of Housing and Communal Services".
Anatoliy BLYZNYUK explained the substance of the confirmed system concerning social protection for population:
“On July, 14th, Ukrainian government ratified the decision of “Strengthening Social Protection for Population in the Payment of Housing and Communal Services"
The confirmed decision is directed on maintenance the appropriate social protection for families to whom cost of public utilities makes more than 15 percent of the family budget.
At the same time we are going to implement a number of actions which should provide efficiency of the operating system for social protection.
First of all it is a question of housing subsidy. What will change in the system of subsidies?
The first thing is an improvement of subsidy conditions.
Now the state subsidizes utilities payment to all citizens whose pay of public utilities exceeds 20 % of their incomes. No matter how much a person earns, he does not pay for gas, electric power and heat more than 20 % of his income.
It is the norm for those who work.
Concerning pensioners and invalids - no more than 15 % of person’s income.
According to the resolution the Ministry lowered this threshold:
from 20 % to 15 % for able-bodied and
from 15 % to 10 % for disabled people.
After all the compensation increases on a quarter for working and on third for pensioners and invalids.
The second is a simplification of conditions on getting the subsidy
The list of documents and requirements for subsidy recipient is considerably shortened.
For working persons:
1) an application;
2) an incomes and property state declaration;
3) an incomes inquiry confirming declaration.
Earlier there were inquiries from Housing operating administration, gas and water offices.
For non-working people (pensioners, invalids):
1) an application;
2) an incomes and property state declaration
Pensioner’s incomes inquiry will independently give to us the Pension fund of Ukraine ; therefore such inquiry will not be demanded from pensioners.
Especially it is necessary to underline that citizens who have current debts of the rent also have the right for subsidy. I.e. such a debt is not an obstacle for getting the subsidy. In any way the debt does not influence on getting the subsidy.
Besides, it’s important to admit that those who already have the subsidy should not address anywhere. The amount of the subsidy will be automatically listed and the addressees will be informed.

The third and the main - the system of subsidy becomes comprehensive
Social services of the Ministry of Labors and Social Policy simply invite citizens to come to the territorial offices.
Ministry of Labor together with the Ministry of Housing and Communal Services implements system of electronic information gathering concerning family means of accommodation and utilities.
Today the country leaders have set up for us a task to reach each flat in a city, each house in a village.
Those who cannot come to our offices, our employees will bring documents to home and will register all document at home (invalids, older persons).
We know these people, and they won’t remain without our attention.
Even those people who get today average wage (2 200 hrn.) or average pension (1 103 hrn.) - were given the right for setting the housing subsidy.
The state protects all families who require support.
